The people's support for the government in difficult times is essential for the survival of a state, and the type of discourse that dominates society from those in power, whether political, cultural, or economic, can play an influential role in bringing people together or not, and can also be indicative of the discourse of the frame and reveal the goals and motivations of the owners of that discourse. The people of Iran have been considered in different discourses in some historical texts, both in prose and poetry, with the constitutional movement and its establishment, then with the formation of the petty tyranny, and later during World War I. Sometimes their courage has been praised and sometimes their ignorance has been criticized. At one time they are considered the noble people of Iran, and at other times they are considered insensitive, listless, and lacking in awareness. This study, using a descriptive-analytical method, aims to clarify the type of discourse of the frame towards the people during the constitutional era and to answer the question of how the people were viewed during the important historical events of the constitutional era. The findings of this research show that the most works that addressed the general public at this time were primarily memoirs and then historiographies, and that the value discourse towards the people, whether in prose or poetry, depended on the type of intellectual current prevailing in society.
